The Training and Employment System is a new Japanese visa and work system for foreign workers.
It will replace the old Technical Intern Training Program (TITP) from Apr/2027
The purpose of this system is:
- to help foreign workers learn skills,
- improve Japanese ability,
- and build a stable career in Japan.
It is also designed to help workers move to the “Specified Skilled Worker” (SSW / Tokutei Ginou) visa in the future.
Main Features of the Ikusei Shuro System
1. You can work and learn skills in Japan
Workers can:
- work at Japanese companies,
- learn professional skills,
- and improve Japanese language ability.
The training is connected to real jobs and career development.
2. Better protection for workers
Compared with the old system, the new system gives workers more protection.
For example:
- clearer work rules,
- stronger support,
- better monitoring of companies,
- and more protection against unfair treatment.
3. Possible job change (transfer)
Under certain conditions, workers may be able to change employers within the same industry.
This is different from the old Technical Intern system, where changing companies was very difficult.
However, there are still rules and conditions.
4. Pathway to Specified Skilled Worker (SSW)
The main goal is:
Training and Employment System → Specified Skilled Worker (SSW)
If workers gain enough skills and Japanese ability, they may continue working in Japan with the SSW visa.
This can lead to a longer career in Japan.
Examples

Example 1: Food Manufacturing
A worker learns:
- food factory operations,
- safety management,
- Japanese workplace communication.
After gaining experience, the worker may move to SSW.
Example 2: Nursing Care
A worker studies:
- elderly care skills,
- Japanese language,
- care worker training.
Later, the worker may continue working in Japan under SSW.
Important Points
Workers should:
- follow Japanese laws,
- pay taxes and insurance,
- attend training properly,
- and keep good work records.
Companies must also support workers responsibly.
Simple Summary
The Ikusei Shuro system is:
- a new work and training system,
- designed to develop skills and careers,
- with better worker protection,
- and a pathway to long-term work in Japan through the SSW visa.
